sky eye chopper 13 is over the scene. captain meek perry as the-- mike perry as the details. >> reporter: we're along interstate 270 where it goes off 495 towards the frederick area. a bus apparently crashed through the guardrail and off of the overpass or the sky ramp and plunged down an embankment about 45 feet. we know there were at least 15 injuries that we were told initially, 15 people on the bus when montgomery county arrived and called a mass casualty incident. several people were trapped on the bus for a short period of time. we know at least one person is reported dead on the bus. there are at least two others seriously injured and possibly a third seriously injured at this point. we're still getting early information here. as you can see, there is a significant amount of

montgomery county fire equipment shuts down the hov lane coming along 270 from 495. we see as many as three or four dozen pieces of fire equipment. it looks like there's no one actively working inside the bus. it is believed at this point there's no longer any rescues going on. at this point it also appears some of the injured may have been transported to area hospitals from the scene. we have maryland state police conducting the investigation. you can see this bus rolled down the hill and it basically caused it to be completely busted up. most of the windows were bashed out. firefighters had to use ladders to rescue the people inside. at this point the cause of the accident is not clear. we're here gathering information. back to you. >> thank you. wjz has complete coverage of the crash. we saw the backup the accident

is causing. this is going to be an ongoing issue, not only because of the ramp and the damage to the ramp, they'll have to remove the bus. once they take care of the injured people, there's a live look at the scene. the accident is on the 270 spur at the i-0 merge in the northbound direction at the merge. the northbound spur is closed to all traffic. all traffic must exit pat democracy. all traffic must take the inner loop of the beltway. this is obviously cause lag lot of confusion and a lot of traffic hasn't had a place to go. there's a large triage area that's set up. this will be there for quite sometime, so if you know anybody headed in that direction, turn around. it's an area to be avoid right now. it will be there for sometime. we'll have another update in 15

minutes. our other big story concerns remnants of tropical storm nicole. that could mean serious flooding for homes, streets and business. this is what's happen together south of us in -- happening to the south of us in miami. it's difficult for drivers to get around. it's already looking ominous outside. you can see the storm clouds are in place. we have live first warning coverage. bob turk and bernadette woods are tracking it. bob? take a look at the rain. it just moved into northern maryland and southern pennsylvania but extends down the east coast, particularly across the virginia, carolina area and all the way down to miami where it's heavy there as well. all this rain is moving from south to north along a stalled frontal boundary. that means heavy rain across much of the atlantic today and tomorrow. because of that we were have in

effect flash flood watches. and in the bay along the coastal areas a high wind watch. bernadette joins us with more on the details. at the 5:00 update ni choal as been -- nicole -- even though it may not have this official name, it will bring mass amounts of rain. it's a highway. with the setup with the storm track off to the west, it's funneling everything in our direction. the rain is only the beginning. the rain will continue to move our direction and pick up in intensity. during the day tomorrow the winds are also going to pick up. wind gusts for us probably 30 miles an hour. this zone is where we'll see the heaviest of the rain, posly what foot of rain. for us, a little bit less than that but we could still see on

the upper side six inches. it's not widespread. that would be the upper amount. that's the same idea with this. overall, two to four inches in most of the region with the winds picking up. this is a major flooding situation and a concern despite the fact it has lost its name. we'll keep you updated on the forecast. >> first warning weather coverage continues. derek valcourt spent the day tracking it. derek? >> reporter: local and state emergency officials used today as an opportunity to send out a warning, especially to people had live in flood prone areas like this one saying they're getting rid ready for the -- getting ready for the storm, and so should you. residents know it scan get tricky quickly. >> every time there's a high tide, it floods. >> a couple of my buddies got their car completely destroyed because of the rain.

every year. >> reporter: the reforms reward teachers based on performance and student achievement. students will also get a 2% praise next year. patients of the students of the city neighborhood school in hamilton applaud the changes. >> i think teachers are the most important government officials we have. >> your future -- >> reporter: president obama has been pressing for the changes. last month his administration awarded maryland $250 million. baltimore city gets $46 million for reforms. the state superintendent explained why teacher contracts would be key. >> anytime you're dealing with an evaluation of somebody's performance, you need to be fair. it needs to be ethical and hold legal mustster. >> reporter: the union supports it. they said i think teachers will like the new contract because it addresses many of the

we continue to follow breaking news. children were some of the passengers onboard a charter bus that crashed in bethesda. there is a report of one fatality. captain mike perry above it. >> reporter: hello, mary. this is one of those small -- it looks like a small commuter style bus or small charter style bus. it's not a full size motor coach as one would think of it, maybe carrying perhaps as 30 or 40 passengers. at this point it's not clear how many people. initial report there is were 15 people onboard. the numbers aren't adding up as far as the medical issues. we know one person has died as a result of the accident. the chart are bus went off of the hov ramp, sky ramp from 270 northbound heading towards i- 70. at this point as it occurred.

we know there were at least four other people reported as trauma cases that were transported and three others that were transported as nontrauma patients. if i'm doing the math, that's giving me a total, including fatality, of 10 at this point, but initial reports were there were as many as 15. we're still trying to gather information. information is early. everyone has been rescued from the bus at this point. it looks like maryland state police is conducting the investigation. the tow truck has arrived on the scene and they're bang the cleanup. they have very heavy traffic. this is where 270 converges as you get on to the capital beltway. expect delays as the investigation continues, as we continue to gather information. we'll keep you updated. back to you. >> thank you, reporting live

watch for the entire area. coastal flood watch and extreme southern maryland. st. mary's and the ocean city area, the beaches under a high wind watch. winds picking up to 40 miles an hour. the low pressure eventually passes through our region very quickly by late thursday. dry air moves. sunshine returns and cooler temperatures for friday and the weekend. because of that tropical moisture, it's going to be transported right up the east coast. by the time this low pressure gets to the region, it may be moving at 40 miles an hour. that translate to gusty winds. we may be looking at damaging winds or some of the heavier showers. small cap advisories, winds increasing up to 30 knots. tonight rain moving in, becoming heavy later. 65, not going to drop very much. tomorrow in the mid-70s, heavy rain at times, maybe a couple

it's 65 degrees with light rain falling. here's some of the stories people are talking b we're getting our first look from the ground of that deadly bus crash in bethesda doll -- montgomery county. the bus reportedly fell 45 feet. sky eye chopper 13 remains on the scene of this deadly accident. let's go back to captain mike perry. >> reporter: there's not a whole lot of new information. shortly after 4:00 this afternoon looks like a tour bus of some sort carrying -- it could have been carrying as many as 15 passengers, but right now the early numbers are not quite adding up. we know at least four persons were seriously injured. these were trauma patients. they were taken to the scene.

three others were reported as nontraumas. some of them were montgomery county general, holy cross and bethesda. those are the three listed initially. as far as the traumas, no word on how serious they were nor their ages, sex, et cetera. there was one fatality on the bus. that fatality is still here. maryland state police are still on the scene investigating. appears the bus was northbound in the hov ramp coming across the sky ramp when it crashed through a guardrail. as you can see, it tumbled on its side, rolled down the hill about 45 feet where it came to rest along another spur of i- 270. this is where 270 comes together. now firefighters arrived on the scene. they initially had several people trapped inside. they were rescued.

other persons were taken off the bus. they have a mass casualty situation. multiple ambulances. new all of the casualties have left the scene except for the person who is diseased. firefighters are looking around to make sure someone wasn't thrown from the wreckage as it rolled down the hill. it appears they've accounted for everyone. maryland state police do have several roads blocked in the area. our traffic reporter has been diligent telling which ones are closed. the area is gridlocked. 270 being one of the main arteries from washington towards the frederick area. at this point still early on, not having gotten any confirmed information on exactly how many people were on the bus, it was a smaller style charter bus, not one of the big motor coaches you would normally think of. as you can see, the road is

park. she later admitted to putting drain killer on her face to -- drain cleaner on her face to kill herself. a bell to provide medical benefits and comen satisfaction for emergency workers at the scene of the 9/11 terror attacks -- it seeks to provide free medical could have raj for responders and survivors who were survived to toxins after the attack. the measure passed on a mostly partisan vote. the senate has yet to take up the issue. the way to school for most students is by an mta bus. the mta is looking to improve
